Elwin was born on December 14, 1940 in Lowville, NY, a son of the late Arthur and Lucy F. Virkler Woolschlager.  He graduated from Lowville Academy in 1959 and was drafted into the U.S. Army just before the start of the Vietnam War.  Elwin served his country from April 1960 until his honorable discharge in May 1962.  After his service, he worked for Climax Manufacturing, worked on silos and in construction, before going to work for the DEC in Dadville for four years.  After his time with the NYSDEC, Elwin went to work for the NYSDOT as a snowplow operator for 23 years, retiring in 2002.  On September 4, 1981, he married the former Mary Wilder at the First Presbyterian Church parsonage.

Elwin was a life member of Lowville American Legion Post #162, where he had been leader of the Honor Guard since 1980.  He was proud to have served his country, being there for his fellow veterans, and honoring his fallen brothers.  Elwin was a life member of the Lowville Fish and Game Club.  He enjoyed volunteering at the American Legion Post #162 in various capacities.  Elwin enjoyed the outdoors, especially hunting and fishing.  Elwin was an avid NY Yankees fan, and his brother Wink was a Red Sox fan…they enjoyed the banter between them over the years.  Elwin was a friend to all and will be forever missed.
